Ask Electronics (Ask Direct) = Trouble, What should I do

Hi.
Need some help; I just purchased a Samsung TV through ASK Electronics on Amazon, the item is broken with a blue line going through the picture. Instead of giving a full refund for the item they are requesting 15% fees for a refund.
Do they have this right? I don't understand why I have to pay 15% handling free on £800 tv that was broken on day of recieving it. Even Amazon have stated they don't understand what the 15% fee is for.
I believe ASK Electronics are the same firm based in - Tottenham Court Road, London, W1T 7QZ, so I would have expected good service but instead I'm paying for broken items.
The TV looked like it had already been returned by another customer, because the TV had finger prints all over it and no sticky pastic covering the rims etc. Can they sell broken items returned from other customers?
Very annoyed that ASK Direct are taking weeks to respond and then stating I need to pay them. Correct me if I'm wrong but they should give a refund and get a refund from Samsung right?
Any advice is appriciated, hopefully this also helps other avoid getting the same experience from Ask Direct I had.
