Can I add a conservatory to an annexe under permitted development rights?

Hello, wonder if anyone could give me some advice please? I have just converted a detached double garage into a self contained one bedroom annexe. I sought and obtained both planning permission and building regs.
As part of my conversion, I had a small patio installed with double patio doors leading out onto it. It has struck me that a small conservatory aprox 7' x 9' or thereabouts would look great attached to the side of the annexe. I have no near neighbours and the additional conservatory would not breach size constraints.
I decided to have an 'informal' chat with the planning department who to my surprise said they probably wouldn't pass a conservatory but that I should put in plans anyway. I countered by saying that surely under Permitted Development Rights I could build the conservatory without the need for any planning consent. They said it was a very 'grey' area but in principle what I said was correct.
My question is I guess, who would be able to tell me categorically if I could build my conservatory under permitted development rights? I would happily put in drawings and plans but I am reticent about paying out £700-1000 for something that verbally they have already told me they would likely not pass. Does anyone have any ideas please?

I think only your local planning office will be able to tell you categorically if you can do this.
£700 -1000 seems very expensive for plans for a small conservatory, it's not as if you need detailed foundations or other items detailed on them.
