Getting gas heating installed - any funding available?

My mother currently lives in a house which is heated by a coal fire. The street did have gas installed a few years back but at the time they decided not to get it installed - they'd had no experience of gas and were a bit worried about the safety implications. Since then both my sister and I have been in houses with gas heating for many years and that worry has gone away.
It is getting to the point however where it is proving expensive and difficult for her to maintain a coal fire - she has had various health issues and my father passed away last year.
My sister and I were wondering if there is any government funding available to help her get the gas supply installed and get a boiler fitted?
I've looked at the various sites relating to the boiler replacement scheme but none of them cover actually getting gas installed in the first place and also they only seem to mention replacing an old gas boiler, not upgrading from other inefficient forms of heating.
Is there any help available in these circumstances or will she have to choose between either keeping the coal fire or using all her savings and more to get the upgrade done?
