I've just inputted the details of the PCN 3 times into the parkingcowboys POPLA website and this came up...
Code summary
Issuing operator: TE2
Date code generated: Sun Mar 25 2012
Code sequence number: 659
Deadline information
You have missed the deadline to appeal!
Your deadline was on the Sun Apr 22 2012
Your deadline passed 756 day(s) ago
Grounds for complaint
This code was generated 764 day(s) before the date of your appeal rejection letter. This means that you have not been given the full 28 days to appeal that you are entitled to under the British Parking Association's Code of Practice. Please consider making a complaint
I received the PCN on 27/03/14 via a ticket on my windscreen and then a letter (Notice to Owner) dated 28/04/14. Im stumped as what to do now?!
Any help is greatly appreciated, thank you.

You email TE2 and DEMAND a valid code or you will report them to the BPA."The darkest places in hell are reserved for those who maintain their neutrality in times of moral crisis." - Dante Alighieri0

They do this because nobody ever reports them.
Complain to the BPA and the DVLA.0 -
So forgive my ignorance but who the hell is TE2?My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).
For those seeking more detailed advice and guidance regarding small claims cases arising from private parking issues I recommend that you visit the Private Parking forum on PePiPoo.com0 -
The notice is from Smart Parking but TE2 came up...I have as much of an idea as you!
OK, so email Smart Parking and demand a valid code. For the record Smart Parking have never done court."The darkest places in hell are reserved for those who maintain their neutrality in times of moral crisis." - Dante Alighieri0 -
I think TE2 were a small PPC, that closed some time ago.0

Smart will cancel when they see a strong POPLA appeal so make sure it includes 'no GPEOL' and 'no standing/contract', all the usual stuff from the 'How to win at POPLA' hyperlink of examples in post #3 of the NEWBIES sticky thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
