In particular the JA Ocean View Hotel.

I have found a price with expedia at £618.46 for 6 nights but it doesnt show if it is BB / HB.

am I missing something? also do you have to pay anything extra when you arrive there as are taxes and fees included

I have heard their is a free HB offer on at the hotel but cant see anything about it

If it doesnt say anything is included then you should assume it is on a Room Only basis

Room Only is quite common, so unless it says something is included, assume it isn't. Breakfasts in good hotels can run to £25/head/day, however there are plenty of options in the city or you can visit Spinneys or Waitrose and get nice cereals and milk and bowls and sort yourselves out in the room!
