Peeling paint

Hi, not long after we moved into our house, about 4 yrs ago, I noticed some staining on the paint in the downstairs toilet. After that the paint has cracked, and gradually got worse, particularly in one corner (top) to the point where I can now peel bits off.

The room is under the bath / shower of the main bathroom and I am concerned the shower / windowsill / tiling has been allowing water to seep down the walls. We did find last year by accident that the bath overflow was not plumbed in (now rectified )

I had someone look at the wall and he said it looks like there was perhaps a leak before we moved in and someone painted something on the wall to remedy damp / staining which was painted over too soon and thus the 'run marks' under the paint.

I checked closer tonight with some toilet roll, dabbing all round where the paint is peeling and it all seems dry. Firstly, could it be damp? Surely there would be some sign of wetness on the toilet paper, or mould if it had been damp for so long? Secondly, what's the best way to redecorate? Can I sand / strip back what's peeling ,undercoat and then reprint? I know someone recommends white masonry paint as an undercoat as it has some flex in it when dry, would this work?

I only want to repaint once and don't want this reoccurring.

    Until you identify the source of the damp and establish whether it is historic or current there is no point attempting to remedy the decoration.

    Nothing feels damp, or looks damp, and I can't honestly think how it would be. We had the bath panel off last summer upstairs and although it looked like it had been damp at one point, esp in the corner of the floor above the corner in the downstairs toilet where the paint is peeling, it did all seem dry (apart from the non-connected bath overflow which is now fixed), the floor space below / above all seemed dry.
