UK CPS Ltd - Parking Charge Notice

Dear all,
I was wondering whether I could get some advice. I parked at a retail park this morning (17 May) at around ~10.10am and left the site to resolve some banking issues before returning and making a small purchase at the aforementioned retail park.
I then found a 'parking charge notice' on my car (and noted many similar tickets which makes me feel it was a bit of an ambush) which said that I had received a £100 fine (£60 if paid within 14 days).
This notice was apparently issued in the morning. I eventually made a nominal purchase about an hour or so later (have a receipt - was looking to purchase a much larger item at a retailer on the same site but price was too high) and left the site within 15 minutes of this purchase.
Signs at the site do confirm that a fine is payable if you leave the site but this isn't made overly clear unless you go up close (whilst the 3 hour limit is in a larger font at the top of the sign)!
Any help or advice is much appreciated.

Signs cannot "confirm" any kind of fine as UKCPS have no authority to issue fines. All you have is a speculative invoice.
What you need to do now is go and carefully read the Newbies Sticky, which lays-out your various options for seeing them-off. Then post back here for help and advice once you have your initial challenge/bones of a POPLA appeal together.0 -
Are you the registered keeper of the vehicle? And is this in England or Wales?

Should I contact the retailer and landowner though and complain?

Yes we do recommend complaints to the retailers, you can do that with the store managers, their head offices , and on stuff like Facebook and Twitter. Just scan any receipts and say to them that you are a legitimate customer cancel this charge.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you.
