Flat mates won't pay utility bills - can I turn off supply?

    Rent is rent and is paid to the Landlord for providing a safe, well maintained property. Deposit is taken and protected in the DPS to cover for damage to the property. Not for the lead tenant to keep some because X and Y owe money for bills.

    Tenancy is a security against all liabilities of the tenant, including rent.
    Once you have returned the deposit to the 'lead' tenant it is no longer your problem.
    There is no point in withholding the deposit until last month rent is paid, since you can deduct the debt and refund the rest (not to mention that you have no ground to withhold all of it).

    While it's nice of you to treat the deposit as a sum of individual shares, it is not in law, which is to your advantage as landlord.

    I would refuse point blank to allow any pre payment meters in my property.
    You are increasing the costs for other students

    This happened to my son when one of the four guys he lived with didn't pay his last month's rent.

    The landlord will not be able to claim it from the deposit, because he does not owe anyone any money if the bill is not paid.

    Nobody told my son's landlord this. He just deducted the rent owed from the deposit he returned and my son and his mates had to chase the recalcitrant housemate for the money.

    I stand corrected on the full on GSR, this only need to be done in the case of water ingress.

    Either way, you shouldn't just be turning the gas on and off at the meter as you see fit.

    Isn't that exactly what a prepay meter does? When the money runs out, it cuts the gas/electricity off...

    OP, I think the best way forward is to go to the University - when I was studying, they would take a dim view of anti social things like late night parties and preventing others from studying. They'd probably also be able to advise on the money issue.

    Through the deposit scheme? If not take them to court and enjoy the money.

    I think the suggestion is to offset the money owed by the lead tenant for utilities by withholding rent, which the landlord can obviously deduct from the deposit before returning it to lead tenant.

    But that's still a bad idea because the lead tenant will then in turn not return the share of the deposit, and back to square one.

    If all the payers withheld rent for the last month it would drop the lead tenant in the doo doo.
