    Well maybe don't bother then - it's a little convoluted and wouldn't be your winning point for POPLA. You will win on 'no GPEOL anyway!

    Do the tidy ups suggested by Umkomaas, remove the 'Highview Parking' ref and it's good to go.

    OK so received the evidence pack today.

    Good news - no evidence they have authority to levy charges
    - photos provided for evidence of parking signs are date stamped March 2013

    Not so good - using the letter to them where it was agreed parking had occurred and payment had not been made (though it was attempted after the time window and they even told 'us' it would be fixed once the PCN arrived.)

    Will this statement override the excessive charges and them not supplying the right to charge evidence?

    Also they have sent the registered keeper yet another PCN for an even greater sum claiming we have not responded in any way (despite them providing an evidence pack to our case!!!)

    Should we post this new PCN on the email to further cement the case of it not being a GPEOL?

    Nope.

    Yes you could send a copy to POPLA tomorrow showing they are adding amounts to the PCN and haven't stopped work on it despite the pending POPLA appeal. And point out that they haven't shown any landowner authority or witness statement of any use.
