See above, the contract to manufacture the parts is bought (usually for a nominal sum) by an outside company.

What do the filters look like?

It was £16 for a replacement for my dehumidifier so after having a good look at how it was made I bought filter media/floss/wool and charcoal foam (which people use for aquariums) and made my own.

However they would have no legal obligation to any customers supplied by the manufacturer.

Whatever way you look at it, having such legislation would be unworkable hence why there isn't any and I believe cardinalbiggles to be wrong, unless he can show us otherwise.
