Final Notice - Court Action

Hiya
I have read some of the threads on here, but am a little confused because I received a postal fine from Vehicle Control Services Ltd in August 2012. The advice at the time was to ignore the letters. According to the flow chart on here, I think I should still ignore it but I'm not sure. I would really appreciate some advice.
My latest letter from Newlyn Debt Collectors Ltd, dated 9 May 2014 and received today, threatens court action and reads as follows:
"FINAL NOTICE - COURT ACTION
...
We have no record of receiving payment despite our previous correspondence and now have no alternative but to pass the file back to Vehicle Control Services Ltd who will the proceed with court action.
We would like to offer you one final opportunity to settle the outstanding amount prior to us returning the file.
Unless we hear from you in the next 7 days with regard to paying your outstanding arrears, your file will be processed for court action. THIS WILL RESULT IN ADDITIONAL COSTS TO YOU.
To avoid further action contact us immediately..."

If you search for Newlyn on this part of the forum you will see lots and lots of posts about them. They have no powers but to shout. It appears to be standard to get at least 6 threatening letters from them. This is a pre pofa 2012 ticket so there is no keeper liability so they can't prove who was driving as only that person could be liable, you don't tell them and they are stuffed. Newlyns can't take you to court as the debt is not even theirs.
But VCS does do court in a very limited fashion, so just keep an eye on letters. It's highly unlikely but we would be remiss in our advice if we don't tell you this.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Debt Collector's are like getting your Mum to write a letter for you. They have absolutely no powers apart from to cleverly word letters into getting people to pay up. They are private companies like PPC's, who survive by taking a cut of an alleged debt that's paid up. Some even buy the debt from a company at a reduced rate or on a "no pay, no fee" basis.Search my post " PoPLA evidence - What to submit" on what is a good defense for a PoPLA appeal.0 -

Agreed. Options are:
1) Ignore until they go away
2) Contact once advising them in writing that you are not liable for the debt and any further correspondance will be treated as harrassment
3) Play games with them to waste their time.
4) Pay up.

I shall be doing Number 2 with a sprinkling of number 3 today having received the same letter for a pre-POFA offence!0
