Hi,
Parking Eye appeal rejected for a three hour stay in a gym car park (free to members) which prior to March had not had parking restrictions enforced.
So do the GPEOL details to the appeal still apply as not a member of the gym, and I accept that driver should not have parked there and will not again. but as a free car park that is barely used during the day, was certainly less than half full at the time in question.
I need to do bit more research regarding signage in the car park now as well.
If GPEOL will work then I have found a suitable template to amend to suit.

'No GPEOL' will work. It doesn't matter a jot what you've done to breach the terms of parking, the fact is that the sum demanded is excessive and not based on real loss.

It's worth bunging in a few other points too such as signage etc.
It is up to the PPC to disprove every point you appeal on and the more evidence they have to submit the more likely they are to either not bother or muck up.0
