Does IGNORING PE still apply in Scotland? (thread split)

Hi I've read previous forums and was wondering if the 'ignore letters in Scotland' still apply?
I live and was fined in Scotland. I just received a letter of a fine to be paid since I stayed more than the time limit. They've taken pictures of my car entering and leaving. Would I be safe just ignoring the letters I receive? Or have the rules changed in Scotland?

    #2 Yes - ignore in Scotland (provided you are the registered keeper of the vehicle).
