Rewiring done but no certificate

I got rewiring done from an electrician who said he will give me a certificate of completion or the legal requirement certificate whatever that is. He did the work took the money and said that your certificate will come in post in a few days. He said it comes from the council or something, I am not sure what he meant but anyways 6 months down the line and I still have nothing from them, I called him back and he said he will come and talk to me and never returned, now his phone goes on voicemail so I have no way of contacting him, how can I get the certificate in this case.
Can someone please help.

What work did he do?
When you employed him did you check his registration against the trade body he is a part of? Such as NICEIC? Whichever trade body it is, that is where I would start. Contact them to make a complaint and ask for their help?0 -
Was he registered with any of the competent person schemes?

Thanks all for your replies, He said if i am not wrong that he is Part P registered or something and it was my bad that I did not check if he is or not, but all I have is his name, I dont think that will suffice as when I google him nothing comes up.0 -

If you can't find him, and he isn't a member of any of the schemes then you'd have to notify the council for them to inspect if you want the certificate.0 -
When somebody does electrical work, they have to notify the local authority that the work has been done. To do this tradesmen are usually part of a competent persons scheme and can self notify. Once this has been done you should receive a certificate from the local authority to confirm the work has been done and receive the certificate. This guy is either very un organised and hasn't done it, or he cant do it as he is not part of a competent persons scheme.
Either way for you own peace of mind it would be useful to get a part P electrition to come and check the work he has done and that it is safe"talk sense to a fool and he calls you foolish" - Euripides0 -

Just wanted to update on my situation. I got in touch with elecsa who the electrician is registered with and they have been the go between.
The electrician has said that only 90% of the work was done and no testing g took place. Yet he left a sticker on the consumer unit saying last inspected jan 2014....does that constitute a test?
Also given the fact that I am still unhappy about the lack of response and work not done what kind of legal action could I take. I have paid milestone payments through out the work but feels pointless without any certificates
Any suggestions of next steps?0 -
Have the circuits been energised? (ie switched on). If so then he should have run all the dead tests (ie tests to prove the new wiring is safe) before he switched it on. If he is registered then he should be doing this.
You say you've been in touch with Elecsa - what is their response? If you have paid up for all the work you should be getting the certificates0 -
No according to what he has said to elecsa he has not energised but he left a sticker on the unit saying last inspected in jan 2014. Elecsa are a bit passive really and aren't doing much. So not sure where to go now0
