PCN Sheffield Council

Ihave read the newbie thread and cant find my answer. Hoping someone may be able to help me.
Back in March (14/03) I parked near Sheffield Childrens hospital, as my 4 month old son was having an operation. I put 4 hours on the ticket machine.
Son went down to theatre abit later than expected. By time he had got out and settled back onto the ward, I hadn't had time to out an extra ticket on my car.
As I arrived at my car, the traffic warden was by my car and already issued the ticket. I explained why and he said not to put anymore money in the machine and stick the PNC back on my screen and just appeal.
I appealed with a copy of the hospital letter showing my son was there for an operation.
Until today, some 2 months since I got the ticket and appealed I have received another letter saying I need to end them the proof I was attending an emergency situation. They have already had my appointment letter.
What I would like to know is, should they have replied to my appeal before now. Do they have a legal time scale to adhere to, before I can tell them they taken too long and go take a jump.

    Probably best to take this question there. Read the forum guidance before posting - they'll want to see (redacted) scans of the PCN (both sides) and probably other relevant paperwork.

    Redacted means edit out any info that identifies you personally or the PCN reference.

    Presumably this was an "informal appeal".

    There are time limits to submit your appeal, but none for them to reply.

    just had a look at the ticket and its called a challenge form and done online, under the dispute fine section.

    They don't have any time limit for replying.

    It looks all you need to do is supply the proof they are asking for and they will cancel the ticket (otherwise they would have rejected the appeal outright)

    They have six months to get a PCN to NTO stage - you need to play their game and it sounds as though they will cancel. Maybe get an email from the Hospital, confirming the appointment was an emergency one.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
