EU Car service do I need a PSV or PCV

I am Planning on setting up a service that has no more than 8 passengers thats between 7/8 EU cities (including london) In round trip with 2 vehicles. Charging separate fares.

am I right in thinking I just
need a PSV restricted PSV (Public Service Vehicle) operator licences
gov.uk/psv-operator-licences

and not a PCV because its not a MiniBus I will using.

    No more than 8 = taxi licensing.

    The terms on both of my licenses are that the vehicle must be used predominantly in the districts they're issued (which are neighbouring), and both are 'dual driver' (meaning I can drive both Hackney Carriage and Private Hire).

    More than 8 is coming under PSV, which is then getting into the limited driving hours territory.

    The only time I can think (off the top of my head) that this could be cheaper/more convenient than flying internationally is on the Tbilisi to Yerevan run with an 8 seater, at least half full both ways, so definitely not a business I'd recommend.

    You need a public service vehicle (PSV) operator’s licence to:
    • operate a vehicle for hire or reward (payment or payment in kind) that can carry 9 or more passengers
    • operate a smaller vehicle carrying passengers and charging separate fares for the journey
    Restricted licence
    You can only apply for a restricted licence for small-scale operations. They allow you to use 1 or 2 vehicles, and neither can carry more than 8 passengers.

    its not a Taxi service. It would be cheaper than Last Minute flying.
    the Target would be Hostels Pick you up from Hostel in London and Dropped off at Hostel in Paris.
    One Service would run Clockwise around Europe and One anticlockwise.
    You could Pay Per a Leg or for all 7/8 Cities for one price.

    From what I understand is Paying one price for the whole car it is a Taxi Local only. Paying Separate Fares it is PSV,
