Parking eye

Hi, I'm new here.
Ive been trying to find relevant information about a company called Parking Eye. Today I found in the contents of my mail a letter from a company called Parking Eye informing me that I over stayed in one of their controlled car parks by 10 minutes. Apparently there was a 30 minute allowance and I was there for exactly 40 minutes. I was shopping at Maplin and Tops Tiles in Crayford in Kent, both of these shops back onto this car park, however time must of ran away whilst making my purchases. Then today Bosh i get this rather pathetic looking letter. I'm now being charged £100 reduced to £60 if I pay up in 10 days.
What I would like to know is, what rights of appeal do I have? I've been sent a basic letter with two photographs of my car entering and exiting the car park. Can this be used as a PCN? What can they legally enforce? As I was shopping which is putting money into the local economy, that's why I was parked there in the first place, surely some kind of grace period would be acceptable?
Any help you can give would be much appreciated.

If you have receipts send copies of them together with your appeal, don't send originals and get a free proof of postage from the post office. Also ensure you make complaints to the store managers at both retailers. Giving a 30 minute limit for shopping is obviously a way to trip up as many people as possible, absolutely shocking!When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
