Landscape Gardeners Problems

My mum hired a landscape gardener to do her garden he has charged £2000 already for materials ( garden is really small) he promised to leave the garden secure at all times and promised to work late at night or weekends if needed. This hasn't happened instead he has left her with a gap in the fence therefore not secure. He has also been causing problems with the neighbours shouting and swearing and generally being an idiot.

There was no contract written up just verbal. He was supposed to arrive this morning but hasn't turned up. It was only when my mum text him that he says he has a bad back and wont be coming today. This cowboy is on ratedpeople. Has he broken a verbal contract and what can be done with him ?
