Outstanding Fines on a Used car Purchase

Is there a way you can check if a vehicle has any outstanding Parking or speeding Fines prior to purchasing a used car?

    No.

    Get the seller, to sign a receipt with time and date, and ask him to prove his ID, via a passport and recent utility bill, and photograph both with your phone.

    They don't fine or penalise cars only people who are the registered keeper of a vehicle, would have a fine or penalty registered against them!

    They can seize the car for an unpaid fine/penalty, if it is their property.

    Which is why OP is asking ... if there IS a pending fine/charge then it is possible that the OP will be the RK of the vehicle at the time the details are sought from DVLA. ;)

    OP - if anything DOES come through, it should state the date of the "offence". As you'll be able to prove the date you purchased the vehicle (and who you purchased it from) then you'll easily be able to deflect it. :)

    Any outstanding Parking or Speeding tickets would be a matter for the person who was the registered keeper when the incidents in question occurred.

    However, you would be well advised to do a HPI check, to ensure there is no outstanding finance on the vehicle, and also a history check, to verify that the stated mileage is true, and that it hasn't been in any major accidents.
