Gap in roof tiles, flat roof

I am looking at a detached house to buy.

It appears to have slopped roofs on 4 sides. But at the very top is a flat area about the size of a car (I can tell from google maps).

From the back, when looking at the roof, it appears that a slab/tile on the edge of the flat roof is missing. Could this be by design (for drainage?), or is it a definite flaw? There also appears to be missing mortar betwen some of the slabs/tiles.

I haven't got round to asking the vendor about the problem yet. And am not sure whether to ask about it, make an offer and then ask about it, or something else?
