Parking Notice Charge

A friend has received a PCN by JAS Parking Solutions

On the forums and the walk through guide it states:

6. If it was a windscreen ticket, do not contact the PPC at this point, you must wait for the 'Notice to Keeper' (NtK) to arrive. This should be no sooner than 28 days after the incident and no later than 56 days after it.

But this question I have to ask is the PCN states on the back that you can pay a lesser charge within 14 days but full cost with in 28 day (i assume after the first 14 days have expired)

So if the earliest time you should receive the NTK is day 29 but no later then day 56 will you not be liable for the full cost as you haven't paid the lesser charge with in 14 days.

Can anyone advise please.

    use the appeal template letter in the NEWBIES thread at the top of the forum , send to JAS on day 25 after the event , by post , getting a free certificate of posting at the PO and keep the receipt safe ( you are told to do this with smaller parking companies like JAS)

    they will likely refuse the appeal, in which case go to popla

    keep it all as RK only, not implying or saying who was driving

    ps:- this is what it ACTUALLY says in the newbies thread in post #1
    Windscreen ticket? = STOP!!

    Consider waiting for the postal 'Notice to Keeper' in MOST cases, unless it is NCP or WING or 'Premier Parking Solutions' or a small PPC like 'S.I.P.' or 'JAS' or 'P4Parking aka Nighthawk' who faff about sending debt collector letters and don't even send a NTK. If so, latest advice is to avoid the debt collector rubbish and in the case of the firms listed above, appeal straight away but as the KEEPER, not driver!
    but it seems to be the case that sending it on day 25 is better and maybe not straightaway

    Being new to all this the quote, which I did read seems a bit confusing as the quote say if its issued by JAS appeal straight away and the walk through guide says if window ticket wait for NTK

    All my friend wants to know is if they wait after the 14 days, which they would of paid the reduced charge will they be liable for the higher charge even if they get a NTK or does the NTK offer them another chance to pay a reduced amount or state if they appeal and the PCN is upheld they can still pay the reduced charge within so many days or will they be liable for full costs ?

    My friend doesn't want to be liable for a £94 charge or more due to extra cost added when they could still pay the £56.40 charge in the event they will lose all appeals even with POPLA. They would rather pay now then be liable for a larger cost if it be the better option

    maybe thats yours and your friends problem here

    you are looking at the charges as if they are valid instead of fighting this , appealing , and if necessary winning at popla and pay nothing , zilch , nada , not one penny

    so all these figures on paper are just that , figures , I could tell your friend she owes me £999 reduced to £399 if she pays me within 14 days , but would she pay me , if I then double the "fine" every week would she pay me ?

    these are the chances you take , with forum help your friend will win this at popla if not before , due to the fact that there are legal grounds to fight this and win , which you will get help with on here

    but throwing in the towel is not something you will get advice about on here , as this is the money saving expert forums , where you come if you want advice and pay nothing

    so if you want help to pay nothing , carry on getting it , but do not expect us to help you pay exorbitant fees that should not be paid to the shysters that operate these s**ms

    All my friend is concerned about is if they lose after pursuing the appeal process and exhausting all avenues to get off the charge and there have to be some people who don't get away without paying are they going to have to pay more then the £56.40 ?

    My friend would rather not pay and will fight it with the help of the forum and the advise it has given but they cant imagine that everyone wins and just wants to know will they be liable to pay for even more costs then the original reduced amount £56.40 ?

    Which I think is a valid question to ask, nothing is certain in this world today

    Yes it is certain - we win 100% of POPLA appeals, have done for over a year and this one will too. Stop looking at the 'charge' and thinking the artificial discount & deadline means something, stop thinking anything will be paid in the end, stop thinking the person is 'liable' for some sort of 'fine'!!

    Send the template first appeal - next week - or around day 25 if you want to be clever. :)

    They do all win with our POPLA appeal wording - JAS are especially easy to beat at POPLA.

    It is true that there can be no guarantees.

    The parking companies will often give people another chance to pay the lower amount when they reject their first appeal probably in the hope of stopping them appealing to POPLA because forum aided POPLA appeals stand a better than 99% chance of winning and then your friend pays a bit fat £0.

    But it is true that by the time a POPLA appeal is heard the option to pay the lower amount will have expired. However POPLA results are not binding on the motorist - only on the Parking Company.

    Many of the Parking Companies do not do court - that I believe includes JAS - so even if the POPLA appeal was lost - there is the option to ignore the parking company from then on, along with any debt collectors letters (who are powerless and can do nothing except issue empty threats ) There will be no bailiffs - no CCJ's - those can only happen if there was a court case and your friend lost and didn't pay but JAS don't do court.

    If you friend is unwilling to take the very small risk that they would not win their POPLA appeal then there is another option to paying the parking company.

    There is an appeals service being offered by some long standing members of the forum which for £16 they will submit all appeals for your friend and offer a guarantee that the charge will be paid if the appeals don't succeed. (I have no involvement with this)

    Thanks for all your responses especially Coupon Mad & Collies Carer. My friend has decided to appeal earlier then later just so hopefully it doesn't go on too long. All the help that has been offered on here they will use knowing it has help many.

    she should expect a rejection and a popla code , in which case tell her to read this JAS one posted previously https://forums.moneysavingexpert.com/discussion/4868096

    you can see similar traits and a popla appeal , just tailor it to your own circumstances before sending it in online (use popla verification code and attach the appeal when submitting it , use chrome or firefox or opera or a similar browser)

    see post #53 for the appeal and use post #54 amendments, then adjust to your own case , copy and paste into notepad before amending and adjusting

    you can both be assured we want you to win this and pay nothing
