Soffit question !

My friend has painted aluminum soffits, the guttering and fascias were replaced / clad in upvc in the house about 5 years ago but the soffits were not done.
Now the paint on the soffits is peeling at it looks a mess and she is looking to sell the property shortly. Neither her hubby or my friend are in a position to do DIY up ladders so I was wondering for views which would be cheaper or best either to get someone to remove the paint and re do the paint, or to get the soffits done now.
If she did want the soffits cladding in upvc would the guttering and fascia need to be removed to do it and what would you say a fair quote for both works (painting v upvc cladding ) would be for a 2 bedroom semi ?
They are both quite poorly and don't have a lot of money to spend but know their home needs money spending on it before selling which they need to do. They are anxious not to be ripped off, she has asked me but I haven't got a clue !
