    I would send the above wording you've said, with a scanned copy of the 'letter' they would have sent but we didn't know your address...to the BPA and complain by email. Ask the BPA to investigate as CP Plus have basically pretended to have issued you a POPLA code which they could have EMAILED to you all along. State that this doesn't appear to be fair seeing as they offered appeal by email and could have replied that way too with a POPLA code but did not. For them to now wave the carrot of the POPLA code at you 'here's what you could have won' is wrong because clearly they cannot have generated a POPLA code in good faith if they had no intention of sending the rejection by email.
