MET and DRP Help please

Hi Everyone,
I have read all the advice Coupon mad has stickied above this thread, I am still confused,at 58 yrs old I dont really want to keep helping my son out,but it seems good old dad can help me...
He received a PCN through the post going back last novemebr 2013 saying he over stayed his time at the Mc Donalds,photgraphic evidence was shown..he ignored this..he got another reminder with the pictures again in march this year...he ignored this as well...
today I have been shown a letter from DRP saying they offer a reduced payment of 120 quid to avoid court proceedings being taken and the creditor is MEP parking services...
Do I write to DRP, do I write to MET, or do I throw it in the bin and ignore DRP ...
I am at a loss what to do,as said I have read all the advice on the stickies,and I am so confused I dont know what i can do for him..
As a foot note this fine was imposed at 6.30 am in the morning the carpark was empty so I cannot see how they can claim for losses due to taking up space ..
I know this has been asked a thousand times and I apologise for asking again

You were told in that sticky thread what to do, the posts there will be merged with this oneWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

its private land , and the ppc impose rules , so the landowner or ppc can do as they please, might not even be owned by mickey dees
so yes there may be no loss, but due to the fact he chose to ignore it its too late under normal circumstances to appeal it
its definitely not a fine either , its a speculative invoice
however
if you had read that newbies thread properly (the one you posted in by mistake) - 3 things should have stood out
1) appeal to the landowner (or retailer) anyway, to try and get it cancelled
2) send in the appeal template to met , despite it being out of time and they probably wont issue a popla code because its out of time (28 days from the NTK was the appeal deadline - in theory anyway)
3) read post #4 properly and follow the advice in there about debt colelctor letters (either ignore or respond robustly and deny the debt)
or do all 30 -

but all the relevant info was in the newbies thread so clearly you missed all the points I raised when reading through it
DRP cannot take the RK to court (or the driver) , only MET or the landowner can do that0 -
..he ignored this..

Please no more stuff about DRP letters, it's such a repeat of what's already here every day, every week, every month. For the sake of a search of one keyword 'Recovery' you could read threads about ignoring this drivel till the cows come home...believe us, we have!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
