Just a point here years back my mum had an EPA for my brother purely because he was out of the country and wanted his affairs kept in order here as he had a property. This was in the days before internet banking etc.

EPA's have never given people the power to do what the hell they like with someone else's money/property.. The assumption is/was you could withdraw the EPA which you still can. However in the case of someone who is vulnerable like 1 but not necessarily lacking in full capacity then it is open to abuse as we can see under the EPA system in this case.

They can but the banks often make life difficult for people trying to deal with other people's accounts when the powers have been through registration that I'm surprised this went through.

I had to show the registered version to the EA and the solicitor when it came to selling my father's house.

It was the bank who told us it didn't need registering! I was a little surprised to say the least and I'm rather glad the rules are tighter now.

If they still have capacity and you are just helping out day to day this is correct. However if they lack capacity then it is incorrect and the EPA must be registered.

I recall the amount that came through and being told the donar was not capable and telling them that the epa had to registered then, the arguments it caused until pointed out that epa tells them to register, then it became a case of we cant afford it. People just did not understand how it worked.
