Provisional driving licence but not a birth certificate for a 23 year old.

Try Lloyds - we had someone start at work that we took on via the long term unemployed scheme. We had the same problems getting anywhere to take him so we had a bank account we could pay him into. In the end Lloyds were more helpful - he like you had a birth certificate and a provisional licence. Give them a try in branch - there is less chance of a computer says no scenario.Adventure before Dementia!0
