seal hole in garden to stop rat

Il explain as best as i can.

my parents have noticed a big rat in their garden. It comes from a hole its made underneath / on the side of the small box that houses their gas meter, which also has a drain pipe going down. This box is on the side of their wall outside in the garden.

theyve tried the usual pellets but it hasn't worked. IM thinking its better to block the hole, if so how? Is there a concrete type mixture that can be used to fill this hole in the garden?

or better to kill it? If so how. Can the council help?

    Some councils do have a service - contact yours to find out.

    Traps can be good unless your rat is very savvy (and it's not likely that you have one rat) - we found peanut butter works as a bait.

    Without a picture I am finding it hard to picture exactly where the hole is in relation to the property and/or drains/utilities access to the house. I would use sand cement mix to block the hole but would be concerned about where it leads and whether it is providing access between the house and the drains. Can the rat get into the cavity for example? If so blocking the hole may not solve the problem and simply divert the rat into the house more often.It is a nightmare that our neighbour and us have been battling for many months and every time we find a new route and block it the rats find another way. This is no matter how many have been killed in traps or with bait. They always seams to reappear at a later date. Our pest expert has told us rats will follow rats so can smell that others have been before even after many weeks so it is important to ensure there is no access to the house.
