Plastering a wet wall but not a 'damp' wall question.

In short, we know through our living room that a 'properly' damp wall needs properly damp treating. It likely needs (or could benefit from) tanking, anti sulphate washing, specific plaster, ratios or whatever. That is on a wall that is permanently suffering from damp.

My question is whether a 'wet' wall requires the same since it's been wet?

Some of you may know the wall i'm on about - the one in our bedroom where it got wet through a leaky roof which has since been repaired.
The plaster is wet. It has dried out on the surface & to the eye but it's wet. It's making paint blister & when you probe with a damp meter, the area that was wet still reads quite high whereas outside of this area reads quite low.

Also when you tap it, it sounds sort of hollow-ish compared to the rest of the walls.

My idea was to chip out that section back to brick so it can dry fully & then patch-plaster it.

Then i thought since it'd been wet, does it require similar or specific treatment or once dry can it just be plastered as normal since it doesn't suffer from 'damp'?

Finally, the plaster is original 1930s. I'm assuming it's lime based? It's quite soft & i would guess breathable. Would your normal bonding/multifinish setup be fine or not?

Thanks.
