    That's for post, not courier.

    DHL likely cleared this at East Midlands or one of the London Airports on a commercial airline, depending on routing - not a postal Depot.

    That may well be so, and whether it would be effective or not I still cannot see how the OP can say "no-one wants to know" if he hasn't been in touch with HMRC.

    There is a declaration they could have made to make, 'Commercial Samples, not for resale - nominal value' for example. And when they made that declaration put a $5-10 value on it. By putting free samples and no value figure this would have flagged to HMRC in the data DHL provided them or clearance - such inconsistencies are currently under the spotlight from HMRC.

    Note, samples or not, they still have a value - even if you didn't pay for them, that doesn't make them zero value. The value declared should be the replacement cost to the shipper if lost - not the retail price paid.

    You can actually claim a refund of VAT paid if you send off the original packaging along with a copy of the invoice showing how much was paid.

    I've done it before when buying an item and they put the RRP in instead of the price paid.

    Handling fee was not recoverable though as they had provided the service on the basis of the seller putting the wrong information.
