help with bluetooth settings please

Newish Toshiba Laptop, Windows 8. When I open bluetooth settings, it gives me a list of things like
Add a device
Show devices,
Send file,
Receive file
Join a network
Open settings
Second from top is "Allow a device to connect" but it's grey and I can't click it. We can't get pics out of the phone into the laptop because of this. Also nothing happens when I click "Open Settings".
Any ideas?

is the bluetooth actually turned on on the laptop

have you tried to send the file to the laptop from the phone , the phone should see the laptop as an available device

It says bluetooth on wifi on and flight mode off.
No I din;t know you could send a pic TO a phone, but when I search for available devices none are found. It's such a pain because we got the new phone to take pics and now we can't get them out of it
