Thanks guys. My sister's PC is by the window overlooking the fence so think will knock up some improvised CCTV with a webcam.

I wouldn't confront her, she is clearly unstable/abusive so its not going to be a productive chat.
I would do as you have suggested, discretely capture video evidence in case things escalate. In absolutely no way, shape or form would I give them the impression they were under surveillance as it's likely to be very provocative to her.
It's annoying but at the end of day,its a few bits of veg to clean up but its worth collecting evidence now in case its the early stages of a campaign of nuisances and intimidation.
If this is a worry, I'd also install a hidden camera overlooking the front, too, in case vandalism is direct there.
My parents suffered from a neighbour's visitor who used to throw her cigarette butts directly into their garden. In their case, it was because they'd had an argument with her over-charging us kids when we bought ice-cream from her (she had the local ice cream van) so it was very much her way of insulting them.0 -

I had exactly the same problem with my ex neighbour, I got used tea bags, apple cores and banana skins????
For a few days I let it go but when I realised it was going to be a daily thing I changed tack.
Each day I picked them up every day and put them through the neighbours letter box with a note. Sometimes I wrote 'Returning these in case you wonder where you lost them' or maybe 'Thanks, but we don't need these so Im returning them to you'.
I got some filthy looks but it stopped then doing it. They could hardly come round to complain.0 -

Yup - My neighbours often throw rotten veg and other such waste over for my compost heap.0 -

If you can catch the husband on the way into his house, then tell him what is going on. If you don't fell comfortable asking her (and I wouldn't blame you) then collect evidence and present it to Enviromental Health/Housing Association, whichever is applicable.
I do feel for you aileth, in my time I've had lumps of concrete and used tampons thrown into my back garden by the ex neighbours-chav-scum-from-hell, along with less offensive items.Good enough is good enough, and I am more than good enough!:j
