Bailiff Trying to Collect for Expired PCN Warrant??

Hello, just after a little advice and clarification.
I have received a letter and a visit from a bailiffs today, trying to collect for an unpaid PCN. By their first letter the warrant was issued on 14/03/2013 by Northampton County Court. The first letter was sent on 10/04/2014. Am I right in thinking that after 12 months the warrant has expired and they shouldn't be sending me letters or knocking on my door?
Any advice greatly appreciated, thanks

Who issued the original ticket ( the PCN)From the Plain Language Commission:
"The BPA has surely become one of the most socially dangerous organisations in the UK"0 -

I would advise posting this on https://www.pepipoo.com as well for their opinion. They will probably advise on going to bailiffadviceonline with this, it costs a small fee but could be worth it. Also CAG has good advice on bailiffs I believe.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
