You are a private seller,so cannot provide a VAT receipt0

As you are a private seller you are not vat registered so you cannot supply a vat receipt, tell your buyer there is no vat on the price as you can't add or claim vat.0

To give a VAT receipt you'd need to be VAT registered. Not VAT registered and the customer didn't pay VAT and there is no VAT receipt that can be produced.
Just tell them that: There was no VAT on that price; I am not VAT registered.0 -
Ok, someone has to ask....you say SIM cards in the plural, how many SIM cards can you have lying around the house unwanted?
back on topic though as has already been stated you cannot provide a VAT receipt.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards. You can provide an invoice and mark on that you are not VAT registered. You'd need your name and address, the date, item details and price paid including postage.
Providing a VAT invoice when you aren't VAT registered is an offence..0 -

Just because you are registered on Ebay as a private seller does not mean your are not a business seller for HMRC purposes.
Doesn't change the fact you can't issue a VAT receipt but it does change the rights you should be giving your customers.0 -
Quite difficult to sell two grands worth of goods on eBay (small items like SIM cards) without eBay telling you, you are a business.Warning: any unnecessary disclaimers appearing under my posts do not bear any connection with reality, either intended, accidental or otherwise. Your statutory rights are not affected.0

I send a copy of the paypal delivery note, which I have edited to say
"Hi. Please leave feedback to confirm receipt or contact me if there is a problem. There is no VAT element to this transaction. This paperwork can be used for accounts purposes. Regards."
Exclamation and question marks - ONE exclamation mark or question mark is sufficient to exclaim or ask about something. More than one just makes you look/sound like a prat.
Should OF, would OF. Dear oh dear. You really should have, or should've listened at school when that nice English teacher was explaining how words get abbreviated.0 -

Oh I don't know, it really seems that unless you are selling clothing or postcards you can sell whatever you like without being 'asked' to upgrade. My competitors can list hundreds of items a month and still show as a private seller.I’m a Forum Ambassador and I support the Forum Team on the eBay, Auctions, Car Boot & Jumble Sales, Boost Your Income, Praise, Vents & Warnings, Overseas Holidays & Travel Planning , UK Holidays, Days Out & Entertainments boards.
