Does the 56 day rule apply?

I'll try to keep this brief, but please let me know if you need any further info 
Firstly, I'm in England. Back in January, my car was left overnight in a multi-story car park. As the car park didn't allow overnight stays, we received a ticket from the Legion Group on the windscreen when the car was moved the following morning. We ignored the ticket but have now had a letter 'requesting' a Parking Charge of £60.
I read quite a bit at the time, and thought waiting for this notice was the best course of action. However, I was also under the impression that this NTK had to be sent out to me (the registered keeper) between 28 and 56 days after the ticket was issued. Was I wrong?

That is the timescale laid down in law (the Protection of Freedoms Act 2012, schedule 4) for keeper liability to apply. If they haven't complied with the timescale then there is no keeper liability.
That doesn't mean a PPC won't continue to pursue the keeper though. That's why we suggest appealing once the NtK is received (even if it is late - add this as another appeal point) to hook a POPLA/IAS code, where an appeal can be made (and won) to make this go away.0 -

they know they are chasing a lost cause with a forum assisted appeal at popla .
When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
