Ombudsman .. I don't get it!!

So I have a case for reclaiming PPI according to the Ombudsman, however the Building Society are not responding to the ombudsman to the required timescales and they are disputing my claim ..
To me this sounds like it does not make any sense, Ombudsman rules in your favor, business ignores them then says 'we don't agree' .. who is running this show?
Then to make matters worse I'm told this process could take 2 years? I'm 10 months in already, I thought this had been through the courts and decided anyway ...
Comments welcome
PS: I was also told by the Ombudsman staff that normally claims involving mortgages are not ruled in favor by the Ombudsman?

There is a defined process for referring your complaint to the Ombudsman.
Unfortunately, due to the overwhelming number of these referrals, the process takes considerable time.
The initial decision of a FOS adjudicator can be appealed against either by the financial institution concerned or the complainant.
Clearly, the building Society do not agree that you have a valid complaint and your complaint now goes to an actual Ombudsman for a final decision.
As you've been told already, the referral can indeed take as long as two years.
So, while it may not be ideal, it does make every kind of sense..0 -

Is this an ombudsman decision or an adjudicator decision? The firm has the right to appeal an adjudicator decision. Just as you do.
No. It has not been through the courts. Then to make matters worse I'm told this process could take 2 years? That is correct. The majority of mortgage insurance complaints result in rejection. Whereas the majority of loan and credit card insurance get upheld. The main differences are mortgage PPi tends to be a better quality product and the severity or not paying your mortgage is much greater than no paying a credit card or loan. Mortgage plans are also typically standalone as monthly direct debit (which is how a good PPI should be).I am an Independent Financial Adviser (IFA).
