Your friend is up a certain creek without the proverbial paddle. Courts are not like schools - they won't accept a letter from his mummy to excuse him from his responsibilities.

The only time I have paid cash in hand when renting was when I rented a room from someone. It seems strange to stop a standing order, if his mum was going to start paying rent for him, she could have set some up instead, right?

I don't think anyone did!
People just claim to have done.
In my mind, the whole story gets thrown into doubt when someone who has being paying rent in a traceable way, suddenly, at a time coincident with planning on moving out, decides to move to an untraceable method. On the balance of probability I would reckon they actually just stopped paying the rent.
The stopping paying the rent is no doubt what caused the section 21 to be issued0
