I am member of nhs staff. I parked in a staff car park where the bay had got the disabled sign on the ground but no sign apart from the name of the ward. What are the regulations indicating disabled signs on hospital property? The photo I took even says staff only on the ground. The alleged offence took place on 3.3.14, the letter I received from county parking was dated 28.4.14. It informs me I have to tell them in 28days who was driving the car or they will have the right under the Protection of Freedoms Act 2012 Schedule 4 to recover monies from the registered keeper. There were no erected digns indicating a disabled bay. Help .

there are no regulations about disabled bays on private property
the only law that does apply for "disabled people" is the EA 2010
so as you have a private parking invoice you need to read the NEWBIES sticky thread and appeal it same as any other private invoice0 -

When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

What galls me is that I pay £15pcm just to come into the hospital without a guarantee of a space. The space is not clearly defined as disabled. It is in a staff car park. I received the notice to keeper on 30 april which was day 58 of the alleged offence. The letter is dated 28 april which was day 56. Is my case for appeal strengthened?0

it should mean they failed the POFA 2012 test so can only pursue the driver
but you should still appeal and get a popla code if they dont cancel, then appeal to popla using the usual suspects of not a gpeol , no contract and poor signage, also adding this pofa 2012 error they made as well (dont disclose the driver details)
you should also appeal to the landowner too (the trust)
any disabled bays are provided in order to comply with EA 2010 so you should not be parking in one (badly marked or not) if you do not qualify under the EA 2010
but you dont appeal on that basis , but the basis I set out , which you will also see in the NEWBIES thread
and popla appeal should include the fact that they failed POFA 2012 in not getting the NTK to the RK in time (actual delivery , not being sent)0 -
Your case will win at POPLA anyway if you follow our appeal examples. Send the template first appeal in the NEWBIES sticky thread, second from the top at the mo.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
