POPLA Code: Suggestions for use

I've finally extracted a POPLA code from the PPC which issued me with a sPeCulative iNvoice for a short overstay in a free parking area.
I would like to try a novel, one point POPLA appeal.
Do any of the regulars wish to pm me a suggestion?

Are you defined as disabled under the Equality Act?When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

I would like to try an appeal beyond the standard winners to force a decision on a different ground from POPLA.

AFIK the ticket is indeed from a dumb non-litigant parking company.
Mind you aren't they all dumb - still cannot get their heads around GPEOL
