Landlord denying access to utility meters legal?

I have had a tenant move into one of my flats today as they were unhappy with the one they were renting in the same town , mainly because it was an electric heating although new was costing a fortune.
Their previous landlord has consistently denied all her tenants access to read their utility meters which are in a meter room with a mechanical combination lock .
The flats are new and I know from building a lot over the years the meters always remain the property of the utility companies and when you agree to supply being installed a way leave has to be signed to allow for cable maintenance and meter reading ,but can the landlord deny the tenants access ? My gut feeling would be no but where is the stand legally ?
I have always insisted tenants look at the meters on starting and leaving a tenancy and over the last six months have taken photos of the readings also so I find her actions bizarre .

It depends, does the other LL supply the electric to the tenants? I.e a main feed from the power co and then meters owned by the LL for each flat. This was common once upon a time not sure of current legalities though. Who bills the tenant? X0
