Advice for POPLA letter

Hi guys
Just looking for some general advice for my POPLA appeal. I didnt ask for advice for my original letter of appeal to my PPC (New generation parking management) as I had read the sticky and sent the appeal guideline.
I have just received a second letter saying the PPC do not accept my appeal and I should appeal to POPLA.
As reading the sticky and some other topics/results I found what I deem to be the most relevant previous appeal in the "liverpool airport VCS" the URL is here, but as a new member I cannot supply links: forums.moneysavingexpert.com/showthread.php?p=63815981
I just wanted some clarification before sending my POPLA appeal to make sure I understand correctly and make my appeal as strong as possible.
I was parked at work (business estate for car dealerships) which I believe the land is owned by Kidlington airport in Oxfordshire. I believe there is only one sign on site, stating it is tariff parking, but no machine to pay. There were more points in the original topic, but these are the ones I have kept as I think they are the ones which most apply. Would I be correct?
Also, in the rejection of appeal letter sent by the PPC they only quoted me one PCN number whilst I received two tickets on separate days, should I include both of my PCN numbers on the POPLA appeal or not? I am just unsure if the POPLA verification code only applies to the one PCN or not.
1) Amount demanded is a penalty not a genuine pre estimate of loss
2) Not relevant Land under POFA 2012; no registered keeper liability
3)No landowner contract nor legal standing to form contracts or charge drivers
4) No Contract with driver
5) Misleading and unclear signage
Any replies would be helpful

You are missing the most important appeal point:
1) not a genuine pre estimate of loss
And the relevant land part I wouldn't add unless you know there is bylaws covering this, just because it says airport it doesn't mean its relevant to you. I would stick with the appeal points you will find linked in coupons sticky thread.
And it's one appeal to popla for one ticket onlyWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

Make sure you put that in the 'unclear signage' part. And is the place you parked actually an Airport, with byelaws applying as far as you know? That's the only reason for 'not relevant land' (unless it's a Port or Railway).I believe there is only one sign on site, stating it is tariff parking, but no machine to pay.
As regards the POPLA code, send a complaint to the BPA telling them you have no idea which PCN number of the two you appealed, this POPLA code applies to and NGP Have not provided a second POPLA code as they should. Don't ignore the second one, but take a few days to complain (as long as your POPLA code isn't close to expiring) so you KNOW which PCN number the POPLA code is 'attached' to. It will only be one - NGP needed to send you 2 codes or cancel a PCN.
Email addy for the BPA is in post #6 of the NEWBIES sticky thread. Never hesitate to complain because this entire industry comprises bad apples.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
