Parking Eye - 2nd letter, advice please

Hi,
I recently got a letter through from parking eye for overstaying at a car park whilst visiting friends, we did shop at the retailers that day but have no receipts as it was a month or so ago now.
I ignored the first one because I have had simliar letters a few years back from another company and nothing ever came of it, the 2nd one came today though stating that I now owe £70 (up from an original £40 I believe), also stating the requirements of schedule 4 and saying the reg keeper is now liable as the 29 days have passed.
I thought I'd google this morning and founf that the advice is no longer to ignore these and I'm a bit worried now, have I missed any appeal window? Can I still send of the appeal template as I would if replying to the first one?
Any advice would be great, feel pretty daft for not googling this after the first letter as it has been a few years since I ignored the last one

Edit: If you live in Scotland or NI you can continue to ignore
If in England or Wales then - don't answer this on the forum but
If the registered keeper and the driver are different people follow the advice in the NEWBIES thread about the keeper discharging their liability by naming the driver. The driver should then be sent a notice to driver in their own name and once they get that the driver can send the template 1st appeal letter you have already found (changing the opening line that says "I am the registered keeper ......." then when it's rejected the driver can do forum aided winning appeal to POPLA.
Otherwise send the template appeal off anyway as it stands from the registered keeper - because if ignored the next letter may well be a Letter Before County Court Claim (You should read up on how to deal with one of these in zzzLazyDaisy's LBCCC fightback thread which you will find a link to in Crabman's sticky thread The Parking Tickets Board (about 3rd thread down on main forum page)
They are unlikely to accept an appeal (or give a POPLA code) from the keeper but it may help make court less likely as they will see you have forum support . Also should they continue to pursue this and issue a court claim, the fact that the keeper tried to resolve the disputed claim by requesting access to their industry's Alternate Dispute Resolution procedure (i.e. POPLA) and they refused may make them look unreasonable in court.0 -
Save yourself the hassle, you can do it all your self but time is often money

It would be helpful if you told us where this took place and whether the vehicle is registered in Scotland or NI ?

Thanks,
This took place in England and its where the car is registered.
I've had a look at that site and it looks handy, for the sake of £16 I might just let them sort it, will they be fine with it being the 2nd letter though??0 -
I suggest you ask there, they are a friendly bunch and do offer advice on here as well. When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.

Why don't you just name the driver as the other person who was shopping with you - remember?! That rewinds the clock for the driver to appeal and win - as the NEWBIES thread explains 'if you think you are too late to appeal'. So easy when it's an ANPR ticket because the driver has not yet had their chance to appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
