Velux window flashing kits

Unfortunately I have a leak in my pitched garage roof where two velux windows have been installed by the previous owner (they are installed directly alongside one another. A roofer has had a look and identified the flashing as the problem. From looking at it myself there are a few damaged areas but localized to the lower section of flashing at the bottom of one of the windows.

He has advised two flashing kits for both windows, which velux have priced up for me at £270 (not including postage) which seems a massive amount to me.

Quite happy to pay more to have the job done properly but just thought I'd ask opinions on here as to whether two new flashing kits on both windows is doing a proper job on it or overkill, when the damage is just one section.
