PCN from Meteor @ Southeastern station

Please help!! Very new to forums!!
Got a Meteor windscreen PCN at a southeastern station as I didn't buy a ticket, (thought wife was getting it). States I'm required to pay £90 reduced to £45 if paid within 14 days. If no payment is received with 28 days they will commence collection procedures etc etc. Appeals should be made within 28 days etc etc. Disputes referred to POPLA etc etc.
Does not say anything about bylaws or requiring the name of the driver.
I'm gutted as I always buy a ticket and the one day that I don't I get a PCN. I have read some of the advice on here but find it a little confusing. Should I ignore?? or if I should engage in communication what should I write and to whom??

The help is not confusing if you know where to look. This thread below is one of the sticky threads in the parking forum. Please read it thoroughly, and send an appeal to Meteor when you get the Notice to Keeper between days 29-56 after ticketing.
Just about the only time you appeal early is if the car is not yours. If this vehicle is registered in Scotland or NI, then you just ignore the whole thing.
