    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    It's definitely these scoundrels! I do brief my pupils on parking correctly as it is not only a matter of financial saving but of road safety.

    Bearing in mind my parking voucher wasn't visible (and they reckon they have a pic) but the ticket states I was in a disabled bay, what is the sensible course from here?

    Firstly you need to get the terminology correct.

    You have used words like penalty notice.

    You say that on the phone they spoke about an offence code.

    It's important that you realise that those words do not apply here.

    Do the words penalty and/or offence actually appear on the bit of paper they stuck to the windscreen? I doubt it.

    Only the police and councils can issue Penalty Notices for Parking Offences

    You need to wait for the Notice to Keeper, and then appeal against this speculative invoice - which is what Sussex Security Solutions trading as Parking Enforcement have given you.

    If you are not the actual keeper of the vehicle the NtK will go to whoever the DVLA have on file as the keeper.

    Same as every other fake PCN, wait for the PCN through the post (provided you are the NTK), appeal to the PPC, hen they reject appeal through IPCs appeal system and win on GPEOL.

    Same as all the other cases - these fake PCN scams are beaten with the same appeal points every time. It's not about the detail of 'what happened' and nor is it about parking 'correctly' (I meant your learners would be grateful if you passed on your knowledge about this scam after you win, not told how to avoid fines as if these are the same as real PCNs, they are NOT).

    This isn't a fine, isn't a penalty, isn't an offence. Read the NEWBIES sticky thread currently second from top - that's why it says 'please read these FAQs first'.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
