Help!! insulation advice please re high heating costs in victorian house

I desperately need to find a way of reducing heat loss from a ground floor flat in an old victorian house. The flat has a basement below and stripped floor boards. I lived in the flat for 20 years and the heating bills have risen enormously. I'm now trying to rent the flat but the first tenant left due to high bills. I quickly found new tenants but the first tenant went round to pick up mail and warned them about the bills. It is a large flat with 4 bedrooms and a box bedroom. They have taken readings over a 4 week period (mid Mar/Apr). It works out at £200 and they are saying they will have to give notice as it is far to high. I cannot afford to keep replacing tenants and urgently need to find ways of reducing the bills. The property was double glazed about 8 years ago and I can't afford to replace the DG. I'm wondering if I can insulate the cellar or I could redecorate and put thermal lining paper on the walls.
Any thoughts would be really appreciated.

Assume you just mean heating bills, are you on the gas grid?
You could try running through http://www.energysavingtrust.org.uk/Insulation/Home-Energy-Check and seeing what it says...
At a guess... draught proofing, floor insulation, internal wall insulation.0
