Mid Yorks NHS 'breach of contract' parking ticket

Hello all, new to this forum mallarkey so bear with me! I work for Mid Yorks NHS at Pinderfields hospital. I've been on the waiting list for a staff permit for over 2 years and even though I work shifts and fit all criteria have not yet been allocated one. I've had no alternative but to park my car by the offices where I'm based for the last few months which technically are for the doctors accomodation, but are regularly used by other staff members without permits. To get to the point, yesterday I returned to my car to find myself and 2 others had £50 fines in the form of a 'breach of contract notice'. Notice was headed NHS with contact details being CCI, Criccieth. Reason stated was no permit displayed. My main beef was that several other cars with no permit HADN'T been ticketed, something I will be taking up with my union rep (going down the discrimination route, not that discrimination or favouriteism ever takes place in the NHS!!!!). My question to you guys is, do they have any legal standing to enforce this fine, should I ignore or appeal? Thanks!

CCI are debt collectors. They won't have access to your details via the DVLA.
Advice with a windscreen ticket is generally to wait for the Notice to Keeper to arrive via the post. Only those parking companies (and some debt collectors) with BPA Approved Operator Status have access to the DVLA database. CCI is not one of those.
The NHS Trust as landowners can write to DVLA for Registered Keeper details, but this is only in the context of 'trespass', and you can't enter a contract not to trespass.
I think this is all a bit of bluster by the Trust, as a frightener to try to overcome the horrendous parking debacle most hospitals face today.
For the moment just wait to see if anything further transpires - come back if it does. Make sure you retain ALL paperwork connected to this incident.
And DO NOT contact CCI in any way shape or form - especially by phone.

Thanks for that, its all got a bit childish with the parking fiasco. Will hold out to see if I get anything by post then. As you say its just aimed at putting the frightners on people. Off to work to see if I get another one today! Cheers0

I think you do need to be a bit canny about this in case it develops into a disciplinary rather than parking issue. But do please tell the others who been similarly ticketed not to pay, rather wait to see if anything further transpires.Please note, we are not a legal advice forum. It's not a fine by the way - neither individuals, companies nor 'even' NHS trusts can fine people - but you are best to remain as the registered keeper (not saying who was driving even if you think it may be obvious) and just waiting for the first letter to the keeper. Then you send the usual appeal from this forum saying there has been no loss caused by 'the driver' parking on site...etc... or if it's a Trethowans Solicitor's letter you can look at megthedog's thread about the response to make to their drivel. Some NHS Trusts use Trethowans for the first follow up letter (if they bother) and Trethowans can sue people BUT they cannot pin it on the registered keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for all the advice, will refer back to it later if I end up with a letter through the post. No ticket today parking in exactly the same place so we'll see what happens! It turns out the ticket was slapped on the car by a manager flexing his managerial muscles and not hospital security, shame he's not got more important things to be doing.
