Maybe, but as they say in life 'you get what you pay for'.
Cheap often ends up costing a lot more!
There are premium accounts available from a number of banks, Barclays I know to be one, where you pay a not-insignificant fee to enjoy the privilege of a more personal service. So that kind of service is still available if you're willing to pay.
The problem is most people aren't, but then still expect that level of personal contact for free.
It's just the same as gas stations in the US where you can still pay an extra 10 cents per gallon for 'full service' and have a guy in overalls stick the nozzle in your tank and pull the trigger for you.

Can you imagine your bank manager ringing up Clydesdale council and trying to resolve the problem the OP refers to? It just isn't going to happen.0 -
I work in a Phone shop and we have the same problems, people want to pay very very little for everything but expect spot on service when things go wrong, if you want the best service pay for it and you will receive it, it's better this way as most people save money as they don't need the customer service0

Accounts do now exist with the bare minimum of access to a manager, much like airlines now exist where you don't get assigned seating or a meal on board, but that doesn't mean that someone who chooses to fly Easyjet should assume that all airlines are following the same model.0 -

So is this a company where the 'agents' don't get paid? There is, by your own definition, work incurred by this company, that will one way or another involve a paid employee having to deal with the matter. Indeed, in handling your call, they already have. To be honest, a £12 fee doesn't sound outrageous. I feel you should direct your ire towards your wife's employer.
No, the 'agents' do get paid. I was charged £1.50 to pay by debit card, which was the fee for handling the call. The £12 fee was simply automatically generated by the computer without any input from any of the agents. Indeed, I received an automated letter today stating that my direct debit had been cancelled, and that I would have a fee to pay. This letter was generated automatically 2 days after the date I actually paid the amount due and the charge.
As I have said, I have paid the fee, and I will use this experience as a learning tool for the future. Thanks again for all your advice, much appreciated.0 -

Exactly, "a list as long as his arm of complaints", because banks are banks and a total waste of time.
If they dealt with problems 'hands on', like they used to they wouldn't have a 'list of complaints'.0
