    That's strange, a 'letter before court order' eh, what's that then? Most people who (strangely) ignore Parking Eye when that's NOT current advice at all, get a LBCCC. And that's covered in the thread you added to...it links you to the LBCCC Fightback thread.

    Please, please, read the sticky threads at the top and you do know where they are because you added to one of them by mistake...LBCCC Fightback is the advice you need.
