Parking fine with blue badge displayed

I am a carer for my mother with who I collected to visit my home today. Upon returning back home despite having my own parking space allocated a stranger had parked over my space. as my mother was with me, we parked at the end of the street on double yellow lines. We then displayed the blue badge. 45 minutes later we returned to find a parking ticket. (01 parked in a restricted street during restricted hours). i have been parking here as necessary for 6 years so you can imagine this has came as a shock to me. The traffic warden was still in the street when we returned. we queried the ticket as the badge is clearly on display and we did not break the rules of use. we were less than 3 hours and no obstruction. The road is a side street and not marked for any loading etc. he agreed the space is normally okay to park however the time badge was not displayed. we have never received any time badge and never used one in 6 years but always followed restrictions and displayed the usual blue badge. He then went on to admit he was aware we parked for less than an hour but has issued the ticket anyway.
does this ticket have grounds to appeal? i would not know who were liable to pay otherwise me, or my mother - as we are both completely stumped by this.
Any advice would be appreciated thank you

sorry to say I have never heard of a time "clock" badge not being issued with the actual BB, they go hand in hand and I have always had both issued at the same time even when they were orange and not blue
my advice is chase up why the blue one wasnt given out at the same time as the BB was issued , frankly I probably have several blue "clocks" in my possession now as you always get a new one with the new badge AND you have to display it as well as the BB with the photograph on it and always have had to

It's not a time badge it's a cardboard parking clock and she would have got one with her Badge, in the pack.
Appeal to the Council by email with what happened and the fact that the car did not exceed 3 hours so could they use their discretion as this is the first ticket you've had. And ask (quickly at the Council offices) where to get a parking clock if she can't find it!

A disabled space outside your house isn't "your space" but is available to anybody with a blue badge.... unless it is specifically your named space that you can prove.0

That's true. Maybe the OP is talking about a private car park at a block of flats though, with an 'allocated space' and didn't park the car on site (could have done of course - better than risking a council ticket).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for the helpful information. We are aware of the clock but have never ever known they were compulsory as I say because the badge renewal didnt include this. i genuinely think it was an oversight on both parts.
It was sefton council who gave the charge. So for that im thankful as they are recorded and have taken all their own photographs.
With regards to the comment about our space. I pay a lease thats inclusive of parking, with my own house number painted into it and a sign to say it is private parking - so i'm pretty safe to say its my space and will be until I sell my home.

Yea Id never park in someone else's, that would mess the so called system. There is literally no where else to park on site so we went to the nearest spot. The girl who was in the space came out a few minutes later. I explained to her that she has parked in a private space and as a result my mother received a parking penalty. Her response was "oh well its not my problem, I was doing someone's hair and she told me to park anywhere". Completely rude.0

ok , well as its a genuine error in not displaying the cardboard clock (which is compulsory on public roads) - read the booklet that came with the badge, you really need to chase up a cardboard clock (or find the old one) in order to park legally in future
I would think that on this occasion either the council would waive the pcn (as its the council that issue the BB) or an appeal to the independent adjudicator may get it cancelled
but in future I would advise always using the clock when on the public roads, especially on single or double yellow lines on council roads and council car parks
if you cannot get one , I am sure I can find an old one and send it by post if you send me a pm0
