Another loft conversion no permission building regs thread

Hi, I have had a look at a few threads re this issue but wanted to put our situation out there
We have made an offer on a house being market as a 3 bedroom maisonettes it has 2 bedrooms and a toilet in a loft conversion with dormer windows.
I was interested in why the dormers hadn't been continued over what is left of pitched roof so contacted my friend who works for local authority planning dept for that area to ask what original submitted plans were. There have been no plans submitted ever for that property! He said is not necessarily a prob as the conversion may still meet building regs - how would this be would there not still be a record of that?
The house is being sold by a large new build firm as they got it as a part exchange for one of their new builds, would they not have ensured all info in place so as not to be left with house or did they just want new build sale
I emailed my solicitor yesterday who said there is a clause in the offer that states all relevant paperwork must be in order so we can walk away with no penalty if necessary
We would only wish to use the bedrooms occasionally but obviously would not want a house that is dangerous.
Any info advice please it is being marketed and sold as 3 bedroom not 1 bedroom with floored storage.

I'd also wonder if they had permission from the freeholder to extend into that space. There's the slim chance they just got a bloke round to poke a hole in the ceiling and went up there.... without even owning the space. So you can add that to your things to check.0

Thanks I should have mentioned this is in Scotland and the property is also in a conservation area.
I also think I have posted in wrong place I think it should be in house buying?.

It doesn't matter if the space is used or not, if it's being marketed as living space then it must conform to all the regs: biulding, fire etc. Otherwise it is only suitable for storage.No free lunch, and no free laptop

I have just gone through this with the sale of my flat. I have altered internal walls, not load bearing, and did not get the a building warrant from the council. The purchasers offer contained a clause which required me to have the warrant certificate or they would be able to pull out without any penalty. No self respecting solicitor would let you conclude missives on a property without making sure the relevant paper work is there.0
